Membership Levels

Level One: (Individual Membership - not working with an official agency or entity) 

Individual members shall be an individual who desires to become a part of the coalition but is not actively volunteering or working with any official agency or entity. This shall not be a full membership, thus there is no membership fee for this level. This level of membership shall have voting privileges consisting of one vote in the coalition. This level of membership shall not be eligible to receive funding via grants, cooperative agreement, and/or contract garnered by the coalition. This level of membership shall be eligible to sub-contract with the coalition for services rendered to the coalition and/or any of its recipient recovery members. This level of membership shall be held to the same standards and expectations as all other membership levels of the coalition and Subject to all integrity and quality control standards and disciplinary actions as all other membership levels in the coalition. This level of membership shall not be able to substitute representatives to the coalition.

Level Two: (Ad-Hoc/Partnership) 

Level 2 members shall be Partnership / Ad-hoc membership with an organization that has requested or been solicited by the coalition to have a working relationship with the coalition such as making or receiving referrals for Services provided by their agency/organization; or providing resources to the coalition, providing consultation for with the coalition; or partnering in a grant proposal with the coalition. This shall not be a full membership. This level of membership shall have voting privileges consisting of one vote for the agency or stakeholder entity in the coalition. (If for some reason the partner is not allowed by the organization they represent to participate in a Coalition vote they may abstain at any time. If a physical absence is mandatory in this voting matter the representative will not be penalized for the absence.) This level of membership shall may or may not be eligible to receive funding via grants, cooperative agreement, and/or contracts garnered by the coalition based on the Agencies policy for partnership with the collision. (If this level of membership which to be eligible for funding partnerships it must be subject to coalition dues at the same rate of all other membership levels of the coalition.) This level of membership shall be eligible to Sub-contract with the coalition for Services rendered to the coalition and/or any of its recipient recovery members. This level of Membership shall be able to send a substitute vicariate to a meeting in their absence. This level of membership shall not be subject to coalition dues. This level of membership shall be expected to abide and subject to all of the integrity standards, Conditions and rules of the Coalition and all other levels of membership.

Level Three: (Organization Membership) 

Shall be only legal organization in the State of Missouri which provides direct and/or Support for citizens of Missouri that suffer with Behavioral Health Conditions; Behavioral Management conditions; Social and/or Spiritual neglect, Substance Use disorders; Co-occurring Disorders and/or history of Criminal activities. That provider shall appoint up to two persons from its organization to serve as representatives in the Coalition with each person having one business vote in the coalition. This level of membership shall be a full membership and shall be eligible to make funding application requests and/or receive funding with the coalition. This level of membership will be responsible for paying annual membership dues set by the coalition. This level of membership shall not be able to substitute representatives to the coalition without prior written request to any Coalition officer followed by an approval for vicariate substitution from the parliamentarian, chair, or co-chair of the coalition. This level of membership shall be able to participate in funding and/or resource Capacity building initiative such as but not limited to submitting grant applications with the coalition; funding asks for the coalition; funding contracts with coalition; etc. This level of membership shall have full voting rights and Up to two votes per approved agency.
